"Nep-Nep Festival" (ねぷねぷだらけの感謝祭 Nepu Nepu Darake no Kansha-sai, lit. Thanksgiving Full of Nep-Nep) is the third OVA of Hyperdimension Neptunia: The Animation and the second OVA as part of a trilogy. It first premiered on MiloQ+ on December 15, 2021.[1]
Plot[]
IF reads a flyer for the Planeptune Costume Festival being held at the Planeptune tower front. Neptune is shown signing multiple shikishi boards with Histoire assisting her by stamping the signed boards. Although feeling exhaustion from working all day, Neptune reminds herself not to give up. Nepgear tries to tell her sister not to overwork herself, but Neptune refuses, and Histoire reminds her she can't ask someone to do her work for her. Suddenly, a dimensional transmission is received and Nepgear answers the call from the older Neptune. She then states that Croire has found a way to communicate with the Hyper Dimension and later arrives to Planeptune to meet Nepgear, Compa and IF. She explains to the trio how she got into the Hyper Dimension by stating that she walked into a gate that appeared before her eyes. Croire then tells the older Neptune that they have plenty of time to do some sightseeing until the next dimensional gate opens up. Nepgear introduces IF and Compa to her, and mentions that the Neptune from her dimension wanted to come with them, but is still too busy with work.
Meanwhile, Neptune feels fatigued and tells herself that she wants to be lazy again, and ends up falling asleep. The older Neptune, Nepgear, Compa, and IF take a tour of the Planeptune Costume Festival, then IF states that there will be an event starring the Planeptune sisters in HDD to fight various monsters in a special show in the evening, with Compa helping out behind the scenes. Nepgear also mentions a present that her, IF and Compa created to give to the older Neptune, when suddenly, she receives an emergency phone call from Histoire telling her to hurry back home. The four later return home only to see Neptune in a deep sleep from overworking. Older Neptune asks Croire if this has anything to do with them arriving here. Croire disagrees and states that she has seen this before, and describes a certain goddess that ended up like this, who woke up hours later with no harm.
Neptune is then transported onto an island in her dream. She meets the alternate versions of Noire, Vert and Blanc. Blanc tells her that this island is a place where goddesses that have a feeling of laziness gather. Neptune doesn't understand the concept, but tries to blend in anyway.
Cut to nighttime at Planeptune, where Arfoire is seen selling eggplant products at her stand, but nobody wants to buy them, making her irate and jealous about the Planeptune CPU.
Meanwhile, Histoire sends a message to the festival saying the signatures are behind schedule, and IF suggests they should suspend the show, but Nepgear refuses, and decides to do it herself. As the show begins, with the other CPUs watching via a live stream, she attempts to make an announcement to the crowd, but ends up getting nervous at the same time. With IF, Compa and Histoire seeing this as a disaster, Older Neptune provides help, even though she's not a goddess. IF and Compa later have an idea to save the show with a special surprise.
After lazing around in the dream island, Neptune encounters Neptune GT, a much lazier version of herself, claiming that she's supposed to be here, and threatens her to disappear.
Back at the festival, Nepgear announces that she will be doing the monster fighting show herself, when suddenly, Older Neptune appears on the screen behind her to hype up the audience. She then makes them play along by telling them to chant "boing!" to kick-off the show. Coming out with an explosive entrance, she then changes to her Generator Unit costume to amaze the crowd. Nepgear later joins in by transforming into Purple Sister and starts flying around with her.
The clash of the two Neptunes begin. As they both fight, Blanc GT tells them to shut up by throwing her hammer at them with Vert GT reminding them "This is a place to be lazy". Neptune GT tells why she attacked her real self, stating that she rarely comes here, claiming it to be unfair. She mentions the only way to come here is if the real Neptune works diligently. Neptune suggests that they can be lazy together. Her GT counterpart agrees, and they start playing games with each other.
During the monster show, Purple Sister and Older Neptune start fighting various Eggplanters by performing Mirage Dance and Nep Slash. Older Neptune later jokes about being the goddess of Planeptune and questions if it would be possible. They then continue with the show to wow the audience even more.
Back at the dream island, Neptune tells her GT counterpart that she has to go finish writing signatures and everyone in Planeptune is waiting for her and she has a show to do with her sister. She is then awaiting to be sent back to her world and tells Neptune GT that she'll work hard not to be lazy. Neptune GT tells her not to work too hard and Neptune is finally sent back.
After a successful show at the festival, Nepgear, Compa and IF head back to the tower to see Neptune finally awoken from her deep sleep and continues where she left off. Neptune then notices her sister at the office and questions about the show already finished, apologizes for causing trouble and even suggests to do it tomorrow. Thinking that it's a status ailment, Compa attempts to heal her with her syringe, but IF states she'll be back to normal by tomorrow. Older Neptune arrives with luggage containing her Generator Unit, and finally meets her younger self for the first time.

- The Planeptune Costume Festival is entitled Planeptune Kasō Matsuri: Nep ga Gotoku. This is a reference to the Yakuza/Like a Dragon series (known as Ryu ga Gotoku in Japan).
- The Top Nep hat that the older Neptune wears is a reference to the the Top Nep hat that occasionally appeared in memes and fanart created by the Western Neptunia fanbase before being made into official Neptunia merchandise and appearing in official 4koma comic strips illustrated by Tsunako.
- The hat is originally based on the Comedy Central sitcom Workaholics, where the character Adam would occasionally be seen wearing a similar hat, with Top Gun written on it. This was adopted by the 4chan message board, where it was changed to Top Lel, and later spread to the Neptunia fanbase where it was finally changed to Top Nep.
- Vert GT can be seen playing Cyberdimension Neptunia: 4 Goddesses Online on her screen.
- Covers of Super Ileheart Quest, Octomania and Spectral Tower can be seen on the pile of games Neptune was about to pick up.
- In the Steam release of this OVA, the opening scene was removed in order to follow Steam's guidelines.
