Synopsis[]
As their school project about making a film never came about, Blanc, Neptune, Noire, and Vert hang out in an empty room at Gamicademi. Arfoire and Linda arrive at the scene, with the former telling them that this room belonged to them. As Vert asks what did they do in the room, Arfoire answers by stating that they copy games and sell them en masse. The 4 Goddesses later refuse to give up the room with Linda asking if they lounge around after school. Noire then admits to them that they don't really do anything, with Neptune suggesting that they take it up with an 'Authority' figure.
The 4 Goddesses, Arfoire and Linda arrive at the Authority figure's office. Neptune tells Histoire, the school board chairman, about Arfoire trying to steal their room. Arfoire counteracts by reminding her once again that it was her and Linda's room. As Histoire understands the situation, she then denies permission to use the empty room to both groups. Neptune tells her that they haven't done anything wrong, with Histoire replying that they haven't done anything productive and that the room is not a place to loiter about. In a way to get the room back, Histoire assigns them the role of Student Council Executives and be known as "Gaministrators". As these roles include Arfoire and Linda, they refuse the offer and leave the room. Histoire then announces the Goddesses' roles in order: Vert is the president while Noire is the vice president, Blanc is the secretary, and Neptune does all the odd jobs and chores. After their duties have been decided, she then tasks them to work together to create the "Universe's greatest game!" As both Arfoire and Linda eavesdrop in their conversation, the former decides to do some unfriendly competition in order to get their room back.
The 4 Goddesses try to think up an idea for what kind of game they should create. Neptune suggests that they should make a super awesome space shooter that's so good, people will call it a godly game. Noire thinks of something fresh and new for this "really old genre", with Neptune also suggesting that they should put in-game commentary after mentioning about "Let's Plays", where people comment over gameplay videos online. Noire then reminds her that a concept like that already exists, with Neptune explaining her other idea that it should be a vertical shooter starring a cute girl character. As Neptune mentions about crazy amounts of projectiles flying at the player, and the boss using a bomb and begin her desperation move, Noire reminds her again that it already exists in another game.
As Vert loves the idea of having a cute girl in their game, she then suggests that it should have a little sex appeal, with Noire following up by stating that it's one way to increase the entertainment value. Blanc also suggests that the bullets should remove the girl's clothes on contact. Noire then mentions about how most modern monitors have a horizontal orientation and that a side-scrolling shooter is better than a vertical one. She then follows it up with how this game would likely have a lot of popular elements, and they should not discard the cute girl idea.
Compa and IF arrive to return a book Neptune loaned them. As Blanc sees her book in their hands, she angrily asks Neptune if she lent her book to someone else without asking her. Neptune then apologizes, with Blanc being at fault for lending it to her in the first place. As they go back to their shooting game idea, Neptune suggests that the main characters can be based on IF and Compa. Vert also loves this idea, with her adding to it by having the characters be more revealing.
The game is then revealed as "Compa & IF's Sexy Shooter". As Neptune starts playing a demo of the game, she then shows some of the main mechanics, such as costume break from a single hit, with Vert mentioning the enemies will be octopus-like creatures for the constricting. Noire then warns her about getting in hot water with the ratings board, with Vert telling her that they are aiming for a "Teen" rating anyway. Neptune shows the characters getting squirted by octopus ink to show off some wet skin to be even more proactive. As Noire doesn't like the idea of octopuses, Neptune decides to spice things up by making everything see through, which may end up having a "Mature" rating. The jellyfish shocks the characters, revealing their skeletons, with Vert mentioning that if the player continues to take damage, they will end up completely nude.
Compa and IF get out of the room after a bizarre game showcase. Histoire arrives to check in on the 4 Goddesses about their game, and noticed that they have made an "Adult" game. She then prohibits the group from making another shooting game, and tells them to consider what would make the game a fun experience.
Meanwhile, Arfoire is on her computer thinking up a way to take down Neptune and her group.
