Kei Jinguji is the Oracle of Lastation. Much like Noire, she is very hardworking and also a cutthroat businesswoman who will only do things if it will benefit her as well.
Profile
Appearance
At first glance, Kei seems like a boy but in reality she is a girl. She has short silver hair and cobalt blue eyes and wears a black suit like outfit with a blue tie and black shorts instead of pants. Her legwear consists of below the knee black socks and black shoes with blue line designs and silver circles in the center.
Personality
Kei is a very dedicated and hardworking individual who always keeps her nation and her goddess' best interests in mind no matter the situation. While she seems initially seems manipulative, only caring about work and profit, she is shown to have caring aspects about her as well. An example of this would be when she asks Nepgear what happened in the Gamindustri Graveyard due to being concerned about Noire's well being.

Story
Hyperdimension Neptunia mk2
Kei first meets Nepgear when she arrives to Lastation in search of the Key Fragments. When the party comes to her as a lost resort for finding information regarding the mascot character of the nation, she sends them on a runaround to collect two very rare materials in exchange for information.
After receiving the materials she requests to learn what transpired in the Gamindustri Graveyard three years ago before telling Nepgear and the others where they can find the mascot character. Upon reporting their success to her (which she already knew) she wishes them the best of luck on their mission to rescue the Console Patron Units (CPUs).
Hyperdimension Neptunia Re;Birth2: SISTERS GENERATION
In addition to reprising her same role as in mk2, Kei can be recruited as a party member by activating the Remake Plan "Kei Introduced." The plan can only be obtained via a chirper event in Chapter 6 or later if Lastation's shares are 50% or greater. Completing the plan itself requires 75% or more Lastation shares. Unlike the other Oracles, Kei's plan requires an item only obtained from a dungeon in the true ending route (LAN Castle Underground in Chapter 7+).
Once active, a scene plays in Lastation where Kei decides to join the party after Uni dramatically dejectedly over ASIC's activities not giving her a moment of rest. On any subsequent New Game Plus, she will automatically rejoin once Chapter 6 is reached, and cannot be recruited in the Apocalypse chapter of the Conquest/Holy Sword ending routes.
Hyperdimension Neptunia Victory
Kei does not make a physical appearance in Hyperdimension Neptunia Victory, but she is spoken of by Uni who explains that Kei went to go start a business due to everything being so peaceful and her not having any work to do for the time being.
