Combat Summary[]
In Victory, Neptune is an overall good party member (probably due to her "Main Character" status). Her physical attack strength is extremely high, but her magic power is low and mediocre to balance it out. Her VIT is good enough but her MEN is pretty low, being the lowest of all characters at higher levels. Agility is pretty high but with Technique being pretty standard compared to other characters.
However, Neptune's luck stat is the highest of all characters in Victory, giving her an increased chance to cause critical hits, dodge, and hit enemies. Her later level power and break combo skills contain a lot of hits compared to most, allowing Neptune to be good at raising the EXE gauge and lowering an enemies HP/guard meter at the same time. Rushes are standard, high hits for mediocre damage and guard breaking.
Neptune has a lot of good offensive SP skills, all but one being physical damaged based. She also has two buffs, one to increase physical strength and another to increase defenses, agility, and tech. However, Neptune has only one debuff. This debuff is limited to her only magical damaging SP skill, and lowers the enemies' intelligence and mentality, which doesn't really capitalize on Neptune's strengths. The lowering of INT is fine, but the move in itself entails Neptune to a more support-like role, having her increase the magic damage of allies while decreasing it for enemies.
Another weakness is her lack of elemental affinity in her normal attacks. She does have combo skills which utilize each of the four elements, but those are magic based. Besides that, Neptune gets an EX finisher with fire affinity, being a magical power move that does lackluster damage due Neptune's magic stats, and an EX finisher with thunder affinity, being a break move that deals more damage to the guard gauge than the life bar.
That being said, if you're looking for a break EX finisher, the assist attacks gained by having a party member as a support do more guard damage but have lower damage output in return. However, having no real elemental affinity isn't such a bad thing as, while you can't use elemental advantages, you aren't inhibited by resistances, which can make an attack lose most or all of its power.
Also, In Victory Neptune has the most Level 2 EXE Drive skills, most of which are Formation skills. Most of these skills lets Neptune team up with a fellow goddess (or Nepgear), some of which allow to Neptune to attack with the goddesses respective element, for example, the formation skill with Noire is fire based. This justifies her inclusion in any fight with strong enemies that have an exploitable elemental weakness since level 2 EXE Drives are rare, not to mention the fact that Neptune's have elemental properties.
The Level 4 EXE Guardian Force Formation skill gets a special notice as it's a combination attack with the four original goddesses: Neptune, Noire, Blanc, and Vert. It deals excessive amounts of damage, being the strongest skill in the game. It's strength is great enough to deal with most bosses without any additional buffs or debuffs, though you may want to put some on as a precaution. However, the set up is difficult due to the fact that out of the four goddesses needed, none of them have any healing moves. This can be circumvented by simply having a healer switch with one of the goddesses when all's been set up. Though, still be careful not to die during the switch.
Neptune also gets a large amount of coupling skills with the other goddesses as well. However, Neptune's best trait is one of her passive abilities, break damage limit. By breaking the natural limit of 9999 damage, Neptune can reach damage strengths that could not be obtained unless one utilized Nepgear's support abilities, create a disc with the trait in Disc Developer, or equip the Histoire Aegis item to a character. (Note: that the damage limit is only broken when Neptune is attacking. If you initiate a formation/coupling skill with someone else, even if Neptune is included in the attack, it will not break the damage limit unless the character has the "break damage limit" ability.)
On a side note, like all characters Neptune can perform assist attacks when put as a support. These assist attacks require you have at least one bar in the EXE gauge and the respective character have a certain level of Lily Rank with Neptune. This applies to all characters. Support attacks for all characters don't do much damage but are the best attacks for guard-breaking.

Combat Summary[]
Megadimension Neptunia VII sees considerable changes to the what was established by Victory and the Re;Birth series, with some changes to game play and others to characters themselves. Neptune, despite being the main character of the series (or perhaps because of it), is one of those characters who sees drastic change in how they used to be played.
In prior games, Neptune was heavily offensive in her stat distributions, having a high strength and luck but with somewhat lacking defenses, especially in mentality. In VII, a lot of things are different. For one, her defenses are pretty good, being among the beefier units and has the highest mentality for a physical based unit (though others can match it). However, this means she had to take hits to other stats, most notably, her strength. It's dropped quite a bit. While it may seem low compared to other physical fighters, Neptune doesn't have much trouble dealing damage, simply that others are better at doing so. Her health is lower than most of the other characters with decent defenses, but its nothing too noticeable given her defenses and innate regen. Her agility is pretty good with only 3 characters being significantly faster, but several other characters match Neptune's speed and her technique is nothing to write home about but those two are balanced by her luck, which is no longer the highest but still respectable enough to make up for being average in the former two. Perhaps the strangest change to her parameters is the relatively high INT. She had one of the worst INTs in Victory, with it being the worst if everyone was level 99, here its higher than everyone who isn't Rom, Ram, or S-Sha (or Vert due to having INT boosting weapons). Perhaps the most befuddling aspect of this is that she doesn't have any skills that make use of it. All her magical (referred to as "elemental" in game, but magic is the obvious term and would easily be confused with the actual elements of an attack) attacks, are either combos or coupling/formation skills. In general, Neptune looks more like the standard main character type, good in everything but not the best.
Her passives are T. Performance, Resist Light, and Regenerate, obtained in that order. It should be noted that in VII, a character's passive abilities are the same abilities she (or Umio) provides as a support. T. Performance is simply a reduction in skill costs while Neptune is transformed. It's only really helpful during long boss fights or long treks through dangerous dungeons where transformation is recommended and skills will be used heavily. However, this is heavily undermined and made redundant by NEXT form (more on that later). Resist Light is pretty... situational to say the least, but to be fair, every other character has at least one situational or non combat ability. So, at the very least, it has some use in combat. It does have some alternative use in that using light resistance down equipment will often not be able to remove all of Neptune's resistance, therefore letting her use the equipment with no downsides. Nothing all that much to say otherwise other than the other CPUs have their respective elemental resist, adult Neptune has dark resist, and oddly no one takes up Resist Electricity. Finally comes the most important in Neptune's passive arsenal, Regenerate. As mentioned, Neptune's health is far from the best but her great defenses and this passive make up for it. Due to regaining health each turn, Neptune's life expectancy shoots up due to healing off scratch damage and slowly shaking off the bigger hits. One crucial bonus is that Neptune regenerates 10% of her health as opposed to S-Sha's 5%. Do note that this counts as healing, thus any hidden treasure requiring you to battle without healing will fail upon Neptune's turn and thus should be left out of the front lines or support if they would acquire the regenerate support ability. This also counts for End Heal and SP equivalents of the two abilities.
Now let's get on to actual combat performance. Before we talk about the specifics of combos, skills, and coupling/formation skills, let's start with the basics. Neptune uses swords in combat, often ranging from katanas to giant swords. Obviously, this limits her to melee range, with the width varying weapon by weapon, from wide to the standard square to what looks like a quarter of a circle. As said earlier, the CPUs all have resistance to their main element, with Neptune's being light. However, in comparison to the other CPUs, Neptune's access to light based skills, much like magical attacks, is limited to combos and coupling/formation skills, but at the very least she does generally have a greater access to it than most. In general, light is typically effective against demonic creatures. There aren't many enemies resistant to light, with a majority of them being some story bosses and the rest being the enemies good for grinding (the giant check and hall of record guy).
To expand further on Neptune's regeneration capabilities, she has access to the Angel and Devil Processor Unit sets, as do all the other 4 main CPUs. This allow her to recover 1% of her SP each piece for the former and 1% of her health for each piece for the later. This totals to 6% HP regeneration. With an idea chip, she can add 12%. If she partnered up with S-Sha, she can recover 5% more. All of this totals to Neptune recovering 33% of her health in a turn. She can overcome the effects of Devil's Field giving 20% HP drain per turn while gaining the huge increases to her defenses and HP. She stack this up with her Stat Multiplier skill increasing her defenses and turn speed more. This arguably makes Neptune the best defensive wall in the game.

Combat Summary[]
Neptune returns to this game as an offensive heavy physical hitter. Due to keeping her hidden EXE turn skip ability, she is incredibly useful in party vs one boss fights. To build on Neptune's strength, give her a disc with Null Category, Auto Save Lv.4 found in LAN Castle, slaying Formahaut in World Labyrinth 1st Floor under Change Dungeon conditions. She should be partnered up with Vert for the passive increase in turns via Cooldown Reduction. Vert also provides Neptune with a coupling skill, Blade and Spear which gives her AOE options. With Null Category and Cooldown Reduction, Neptune can hit bosses hard while building up long combos by skipping the bosses' turns. This does require a party that is capable of building the EXE gauge quickly.
Neptune's SP skills take advantage of her high strength. She can only buff one member at a time though which further cements her as character that is made to deal heavy damage. Neptune is a decent passive support character being able to grant Null Category which is important for bosses. She can increase their defense which is more useful than simply resisting a status ailment that may not even occur. Her support attacks however are useless, as Neptune simply does not have the INT stat to back up their power.
Statwise, Neptune has the highest LUK, high STR, average HP, VIT, AGI TEC, MOV low SP, lowest INT and MEN. This means Neptune can crit and dodge relatively well, hit hard physically, survive as well as any party member, relies more on combos, EX Finishes and EXE Drives as opposed to SP and cannot do much in the magic department. Neptune's endgame weapons take away her AGI and TEC. This drops her speed and accuracy. However that actually benefits her allowing characters that are faster to buff Neptune before she attacks.

In this game, Neptune is probably the strongest, she'll ever be in the series.
Statwise, Neptune remains the same as all the remakes. She has good physical attack and high luck to crit or avoid. Her defenses are mediocre. Her hp and agility is average. This makes Neptune a little on the frail side. Her SP is set to 1000. Since this is Re;Birth3, with Character Challenge, her stats can go up a lot. Since Neptune is always playable, she is the most likely to take advantage of character challenges.
In terms of combo skills, her strongest power and break combos hit 5 times, which is more than any other character giving her options to build her SP gauge with. Her strongest rush combo hits 7 times which is decent.
Her rush and power EX Finishers are good and her break EX Finishers are bad. The rush finishers can hit 5 times which is not bad, but not good as others. The point of rush skills is to gain SP and Neptune only has an average amount of hits with her finisher. However, being a member of the 4 CPUs, she has access to Combo Link which means she can use her combo skills twice as often as the average party member. She has variety with her power EX finishers. She can use all four elements, though they do use magical attack rather than physical but her non-elemental power finishers can hit quite hard. Neptune can choose between finishing the enemy in one strong slash or two. Her Break finishers won't be doing much damage since only her first break finisher uses her high physical attack, the rest use her low intelligence. Like most break finishers, they are outclassed by party support finishers which break more of the enemy's guard.
Her SP Skills rely on her physical attack which is good but they are single target or have very little AoE range. Her buffs are all unfortunately single target and her best single target buff increases her VIT, MEN, AGI, and TEC. That means an increase in defenses, chance to avoid enemy hits, and accuracy.
Being the protagonist, Neptune has a variety of coupling and formation EXE Drive skills with the CPU cast. Additionally with some of the skills being elemental, this makes her very good at fighting different kinds of enemies. This fixes her single target issues as some of this hard hitting attacks are AoE. While it requires 32MB to unlock, she can access Neptune Break. Once again, Neptune with the moderate turn delay, she can buy her party members more time, or just stop a boss from attacking. Neptune Break covers up Neptune's frailty to a degree as the less enemies can attack, the longer Neptune can survive.
Her passive abilities are okay. Her HDD SP Use-, which lowers the SP skills by 20% in HDD is welcome but more situational since she would have to transform first. Her break damage limit makes her essential in the party to do damage the longer the player goes without unlocking break damage limit for all the characters. However, once that is done, her passive ability is not that good.
As a party member her passive supports are a lot better than her assist finishers. Her assist finishers use her magical attack which means they will not do too much damage. With null category, she can help her party member hit all types of enemies without worrying about them taking less damage because of what kind of enemy they are. Her Physical DEF+ reducing physical damage for her members is useful.
As a leader using 32MB to reduce the cost to transform is not very useful. 200SP is not much to pay to transform and reducing to 100SP is nice but there are better leader skills. It becomes obsolete once the party gets access to Drill idea chips which recover all the SP when transformed making the cost to use HDD 0SP. However, to transform 200SP is always required so with Neptune, to use the Drill idea chip, the CPU only needs 100SP. On a side-note, because Neptune is generally frail, it is not good to make her a leader in the first place since enemies will generally attack the leader of a party first.
Neptune uses swords giving her a narrow square range to a wide rectangle range to attack with. Some of her weapons lower her AGI and TEC, but that can be used to give other party members to chance to buff her before attacking. Being a main character gives her access to some outfits and accessories that further boost her stats helping her just a bit more.
With Re;Birth3 combining SP with EXE, Neptune and the rest of the CPU cast is actually even more powerful. Firstly, she can use a Drill chip which fully recovers her SP and HP. Secondly the Spectral and Sweet processor units recover 3 SP for every action, making it incredibly easy for her and any CPU to regain SP. With that Neptune can spam her EXE Drive skills or SP skills as much as she wants wants.
